Rivers State in Crisis: Dr. Emma Orgwu Urges EFCC to Investigate Alleged Looting Under Governor Fubara

The National President of the Bridge Builders Initiative For Green Nigeria (BBIGN), Dr. Emmanuel Chigoziri Orgwu, has sounded the alarm over what he describes as the “massive looting” of Rivers State resources under the administration of Governor Siminalayi Fubara. Dr. Orgwu, in a passionate address to supporters from Emohua Local Government Area, labeled the state as “in a mess” and called for the immediate intervention of the Economic and Financial Crimes Commission (EFCC) to investigate the alleged financial misconduct.
According to Dr. Orgwu, the looting is being orchestrated through the offices of the Chief of Staff to the Governor and the Chairmen of Local Government Area Councils. He accused Governor Fubara’s administration of incompetence and inexperience, stating that the state is “in trouble” under his leadership.
“The hate against the innocent former Governor Nyesom Wike by a few political opportunists has made the people of Rivers State vulnerable to exploitation. Governor Fubara is siphoning the state’s treasury, and the people are suffering as a result,” Dr. Orgwu declared.
He further alleged that various political groups, including those loyal to Chibuike Rotimi Amaechi, Atiku Abubakar, and Dr. Peter Odili, as well as PDP governors, have colluded to empty the state’s coffers under Governor Fubara’s watch.
Dr. Orgwu raised concerns about the mismanagement of Rivers State’s revenue, questioning the disparity between the internally generated revenue (IGR) declared by the government and the actual figures. “Rivers State generates close to 40 billion naira monthly, including federal allocations. Yet, Governor Fubara declares only 26 to 28 billion naira as IGR. Where is the difference of 7 to 8 billion naira going?” he asked.
He also criticized the excessive spending on the renovation of the governor’s residence, describing it as “fraudulent and insane.” “In 2023, ₦1.3 billion was spent on renovating the governor’s residence. In 2024, it was ₦2.6 billion, and now in 2025, ₦3.4 billion has been allocated. Is this not a clear case of financial recklessness?” Dr. Orgwu queried.
Calling for urgent action, Dr. Orgwu urged the EFCC to step in and investigate the alleged looting of state resources. He also appealed to the people of Rivers State to rise against what he termed “money mongers and political jobbers” who are exploiting the state for personal gain.
In response to Dr. Orgwu’s call, Mr. Sampson Enyi-Wuzor, who led the group of loyalists, pledged to mobilize the people for massive protests against Governor Fubara’s administration. “We will not sit back and watch our state being plundered. The people of Rivers State deserve better,” Enyi-Wuzor stated.
The EFCC, known for its involvement in high-profile corruption cases in Nigeria, is now under increasing pressure to investigate the allegations raised by Dr. Orgwu. As the call for accountability grows louder, the people of Rivers State await decisive action to address the alleged financial mismanagement plaguing the state.
